BILL MONTEZ

PRESIDENT

Bill Montez serves a Vice President at Berkeley Point Capital, LLC bringing almost 50 years of experience in HUD/FHA multifamily housing programs in the construction analysis, asset management and loan production facets within HUD, state agencies and the private sector 

Education: BA Southern Methodist University.  Attended: University of Denver College of Law and University of Colorado for post graduate studies.

 

BRYANT SCOGIN

VICE PRESIDENT

Bryant Scogin is Senior Vice President and Chief Underwriter at KeyBank. Mr. Scogin joined KeyBank through the acquisition of Malone Mortgage in 2005 where he served as an Underwriter for FHA loans. Prior to joining Malone Mortgage, his focus was on environmental consulting which included due diligence as well as on and off-shore environmental research.

Currently, he manages underwriting for multifamily, healthcare and affordable housing for FHA insured assets. Mr. Scogin received his Bachelor of Science degree in Bioenvironmental Studies from Texas A&M University and is also a Registered Environmental Manager with the NREP.

MICHAEL BACKMAN

SECRETARY

Mike Backman is Vice President of Mason Joseph Multifamily Finance of San Antonio.

Mike entered multifamily finance in 2007 as the Fort Worth Multifamily Hub Director for the U.S. Department of Housing and Urban Development. During his five years as Director of FHA’s largest Hub, Mike oversaw an FHA-insured mortgage portfolio in excess of $7 billion, with annual originations exceeding $1 billion for the states of Texas, Louisiana, Arkansas, and New Mexico. This included a 500 percent increase in affordable housing production and a greater emphasis on urban in-fill and transit-oriented development.

While at HUD, Mike had a leadership role in the rehabilitation of over 1,000 subsidized apartment units in New Orleans damaged by Hurricane Katrina. He also was active in recovery efforts for Hurricane Ike and Gustav. Mike served on advisory committees for two HUD Secretaries and undertook the first FHA Multifamily Transformation efforts in Fort Worth in 2011.

Immediately prior to joining MJC, Mike was the Managing Director of a Denver-based FHA lender that, during his tenure, maintained a 100 percent success rate on mortgage insurance applications made to 16 separate FHA offices from coast-to-coast.

DALE BREM

TREASURER

Dale Brem is a Senior Vice President & Chief Underwriter at Walker & Dunlop. Mr. Brem has been underwriting FHA loans since 2001 and is an FHA MAP and Lean approved underwriter for all FHA multifamily and healthcare loan programs.

Mr. Brem has over 25 years of experience in commercial real estate and over 18 years of experience financing FHA insured loans. Prior to joining Walker & Dunlop, Mr. Brem served as FHA Chief Underwriter at KeyBank Real Estate Capital, Inc. where he managed all underwriting activities for FHA Agency loans including multifamily and healthcare properties as well as managing the platform’s quality assurance program. Previously, he was a senior underwriter at GMAC Commercial Mortgage and Malone Mortgage Company. Mr. Brem is licensed as a Certified General Real Estate Appraiser within the state of Texas. Mr. Brem received his Bachelor of Science degree in Agricultural Economics and his Master’s degree in Land Economics and Real Estate from Texas A&M University.

TIM NUNAN

IMMEDIATE PAST PRESIDENT

Tim Nunan is a Senior Managing Director in the Dallas office of Berkadia. He brings 25 years of experience in real estate to his role as a mortgage banker. He previously was a designated MAP Underwriter and approved LEAN Underwriter with Berkadia. Prior to joining Berkadia’s predecessor GMAC Commercial Mortgage (later Capmark Finance, Inc.) in 2001, Tim was a Senior Loan Analyst with Malone Mortgage Company where he gained valuable initial experience underwriting loans for HUD. He started his real estate career as a commercial appraiser for Henry S. Miller Commercial. Tim is a non-practicing MAI (Member of the Appraisal Institute). He holds a Masters in Land Economics and Real Estate and a Bachelor of Business Administration in Finance from Texas A&M University.

CHAD RICKS

PAST PRESIDENT

Chad Ricks is an Executive Vice President with CBRE Capital Market’s Debt & Structured Finance team. He works nationally to originate affordable and market rate multifamily and healthcare loans with a particular focus on FHA-insured Debt.

Mr. Ricks Joined CBRE in 2014 after nearly 12 years at Love Funding Corporation in Dallas and St. Louis, Missouri. He began as a Manager in the St. Louis headquarters and was promoted to Director in 2005 when he opened the Dallas office. While at Love Funding, he handled loan originations for multifamily, healthcare, and affordable housing properties. He was one of the company’s highest producers and won the annual “Love Cup” for the highest producer in 2008. He continues that tradition of being among the top producers while at CBRE, having closed over $500 million in FHA insured products.

Chad graduated from the University of Missouri with a Masters and Bachelor of Science in Business Administration both with an emphasis in finance.

JENNIFER DORAN MASSEY

MEMBER AT LARGE

Jennifer Massey is the Chief Operating Officer of Highland Commercial Mortgage, LLC. a privately owned commercial mortgage firm based out of Birmingham, AL. Jennifer oversees the underwriting of FHA-insured multifamily and healthcare loans throughout the United States with concentration in the Southeast and Southwest.

Jennifer began her career in the FHA-insured lending space in 1998 with Collateral Mortgage, a Birmingham-based firm. Her focus included the areas of loan servicing and compliance, originating, underwriting and selling under the company’s FHA lending platform. In 2005, Jennifer joined Prudential Mortgage Capital Company as a Principal and member of the Senior Management Team for its FHA platform, Prudential Huntoon Paige.

Jennifer holds a seat on the Board of Directors for the Southeast Mortgage Advisory Council to HUD and remains active in industry organizations and FHA committees.

BRUCE MINCHEY

MEMBER AT LARGE

Bruce Minchey is SVP/FHA Chief Underwriter at Colliers Mortgage LLC (formerly Dougherty Mortgage LLC).  Prior to joining Dougherty/Colliers, Bruce was National FHA Program Manager at KeyBank Real Estate Capital.  He began working with HUD/FHA-insured loans in 1995 as an underwriter for Malone Mortgage Company, which was acquired by KeyBank in 2005.  Bruce holds a Bachelor of Science degree from Texas A&M – Commerce (f.k.a. East Texas State University) and a Masters in Land Economics and Real Estate from Texas A&M University.  He began his career as a commercial real estate appraiser.  Bruce has served on several boards, including over 16 years on the Melissa ISD Board of Trustees in the capacity of either Board President or Vice President.

PATRICK WEIMAN

MEMBER AT LARGE

Patrick Weiman is Vice President of Davis-Penn Mortgage Company, a privately-owned, full-service FHA lender based in Houston, Texas. Patrick is currently responsible for underwriting Multifamily and Healthcare loans across the United States. He is an FHA MAP-Approved Underwriter and has been with Davis-Penn since 2011.

Previously, Patrick worked as a Commercial Appraiser and, immediately following the 2008 Recession, was also involved in evaluating troubled loan portfolios of failing banks.

Mr. Weiman holds two bachelor’s degrees from Texas A&M University – Economics & International Studies – as well as a Master’s degree in Land Economics and Real Estate. He is currently a Board Member of the Southwest Mortgagee Advisory Council (SWAC) and is active in the National Multifamily Housing Council (NMHC) and Mortgage Banker’s Association (MBA).

BRIAN ROBERTSON

Brian Robertson is a Vice President on CBRE’s Capital Market’s Debt and Structured Finance team and is responsible for originating FHA-insured multifamily loans.  Just prior to joining CBRE, Brian was a Senior Director at Love Funding. Brian has been in the finance industry since 1999 and specifically in mortgage banking, focusing on FHA-insured debt, since 2005. 

Brian earned an MBA from Washington University in St. Louis and B.A. from Drury University.
